Thou shalt not lend upon usury to thy brother;
usury of money ( נֶשֶׁךְ כֶּסֶף), usury of victuals, usury of any thing that is lent upon usury:
Psa 14:5.
20
Unto a stranger thou mayest lend upon usury;
but unto thy brother thou shalt not lend upon usury:
that the LORD thy God may bless thee in all that thou settest thine hand to in the land whither thou goest to possess it.
Deut 15:3.

Thou shalt lend unto many nations
The Lord God sets one condition:
unto a stranger thou mayest lend upon usury;
but unto thy brother thou shalt not lend upon usury
(Deut 23:20),
so that the sons of Israel will rule over many nations:
thou shalt lend unto many nations, but thou shalt not borrow;
and
thou shalt reign over many nations, but they shall not reign over thee
(Deut 15:6).

Forgive us our debts,
as we forgive our debtors
Our Lord Jesus Christ actually does not recommend us to lend money, because we must forgive our debtors:
forgive us our debts, as we forgive our debtors
(Matthew 6:12).
At the very least, it is impossible to build a capitalist financial system based on debt forgiveness.
